When I first started doing quests on my alt I decided it would be fun to see just how far I could get if I only did side quests. I tried not to do dailies too much either, to avoid getting reputation quests.
So... Let the record show that I got to level 13, with 25690 xp, before I couldn't progress any further. I didn't unlock any new areas, and even though I could technically go to Silvergalde Manor/Vineyard, Valedale, and Firgrove, I didn't get very many quests there, and none of the dailies were unlocked, not even stable chores.
I was a little surprised I could do questlines that deal so heavily with Dark Core, like the green valedale water one, and the nightdust one, without ever having met a single soul rider.
Anyway, here's a screenshot of my map. I have it so no daily quests or races are marked, just the new ones. Look at all those hearts for reputation quests!

This was just a fun little experiment, I'll be doing the quests normally on there now, no more weird rules about what quests I'm not allowed to do lol
And now that I'm allowed to do main quests, I'm finally permitted to chase down this little frip-ghost and meet Alex and Linda.
Alex told me Soul Riding isn't for the faint of heart and it'd be safer if I just go hang out with the Bobcats or something. Girl you have no idea how long I've been putting off this magical destiny stuff lol I beat you to that idea
